The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has officially launched the Corporate Strategic Plan (2026–2030) of the Parliament of Ghana, describing it as a bold and forward-looking roadmap to strengthen parliamentary democracy and restore public trust.
Speaking at the launch on February 12, 2026, the Speaker emphasized that the Strategic Plan is not merely an administrative document but a public commitment to improving openness, transparency, accountability, and good governance.
“This Strategic Plan is a public statement of purpose. It reflects our shared commitment to strengthening parliamentary democracy and building greater trust between Parliament and the people of Ghana,” he stated.
Fifth Strategic Plan Under the Fourth Republic
Speaker Bagbin noted that since the beginning of the Fourth Republic, Parliament has implemented four strategic plans, with the current document becoming the fifth. He explained that the new Plan builds on previous successes while addressing emerging challenges and global trends.
He highlighted key achievements under the previous plan, including the adoption of a new organizational structure, improved facilities and welfare for Members of Parliament, better staff conditions of service, and enhanced operational efficiency.
Focus Areas for 2026–2030
According to the Speaker, Parliament now operates in a more demanding and dynamic environment shaped by rising public expectations and rapid technological changes.
The new Strategic Plan therefore prioritizes:
• Inclusive, participatory, and responsive law-making
• Stronger parliamentary oversight to ensure prudent use of public resources
• Rebuilding public trust through the Open Parliament initiative and improved citizen engagement
• Greater use of digital platforms and modern technology
• Strengthening human resource capacity and institutional resilience
• Active participation in international parliamentary engagements, including the Sustainable Development Goals (SDGs) and Agenda 2063
The vision guiding the Plan is to build “a model, people-centred Parliament” that promotes equal participation in governance and protects citizens’ liberties.
Developed In-House
In a notable development, Speaker Bagbin revealed that this is the first time under the Fourth Republic that Parliament has developed a Strategic Plan entirely through in-house expertise, without engaging external consultants.
He commended the Steering Committee chaired by the First Deputy Speaker, Hon. Bernard Ahiafor, as well as the Technical Working Group led by the Clerk to Parliament, Mr. Ebenezer Ahumah Djietror, for their dedication and professionalism.
Implementation and Oversight
The Speaker stressed that implementation would be the true test of the Plan’s success. He announced that the Performance Management Department would be strengthened to oversee execution and provide quarterly reports to the Parliamentary Service Board.
He also called for continued collaboration with other arms of government, development partners, civil society, and stakeholders to ensure successful implementation.
“As we look ahead to the next five years, I call on all stakeholders to approach this Plan with diligence and unity of purpose. A stronger Parliament strengthens our democracy, and a stronger democracy lays the foundation for a more prosperous, free, just, and inclusive Ghana,” he said.
The Speaker then formally declared the Corporate Strategic Plan (2026–2030) duly launched.
